Our History
Founded in 1992, Capital Benefit Services was originally formed to serve as the appointed broker for the MBA Health Insurance Trust (formerly known as Seattle Master Builders).
From there, Capital Benefit Services grew to become the appointed broker for 4 more of the top Association Health Plans in the Northwest. They include the Northwest Marine Trade Association Health Trust, the Building Industry Association of Washington Health Trust, the Center for Advanced Manufacturing Health Trust, and the Building Industry Insurance Trust for Oregon.

Garrett Kinsley
Account Manager Supervisor
Garrett has worked in the health insurance industry for over 18 years. He loves working with the many great people of CBG on their common goal, of providing affordable, accessible, and comprehensive employer coverage. Garrett's favorite activity is exploring Washington State and the world beyond with his family. He also enjoys rooting on our local Seattle sports teams throughout the year.
Tiffani Stubbins
Account Manager Supervisor
Tiffani has been with Capital Benefit Group for almost 13 years and has worked in a few different roles. Those have included working with Individual and Medicare plans, to now working with and supporting our Broker partners for the past several years. In her time with Capital Benefit Group she has enjoyed working with the many talented individuals here and is looking forward to many more years to come. Outside of work, Tiffani enjoys spending time with family and friends. But on most weekends she can be found courtside rooting on her daughter who plays select Basketball for multiple teams.
Mary Kate Shields
Benefits Consultant
Mary Kate, also known as ‘MK’ is a WSU alum who has worked in health insurance since 2011. She began her career at Premera Blue Cross on the carrier side and 7 years later transitioned to the broker side, landing here at CBG. MK, her husband, son, and their chocolate lab Coco love to travel, spend time at the lake, ski and really do anything that involves being active and outdoors.
Katie Paxton
Senior Benefits Consultant
Katie has over 20 years of sales experience, with a decade of that within the insurance industry. She enjoys getting to know her clients beyond just the benefits and working creatively to find solutions for their companies. She has lived in the PNW her entire life, and when she is not working, you can find her chasing her two rambunctious boys, watching or playing soccer, or cuddled up reading a good book.
Chelsea Paxton
Benefits Consultant
Chelsea brings a fresh perspective to the world of health insurance after working in higher education and nonprofit administration for over 12 years. With three young children at home, she knows how vital it is to have affordable healthcare. She’s passionate about helping business owners take care of their employees by offering affordable and sustainable benefits. In her downtime, she’s most likely chauffeuring children to activities with Taylor Swift playing in the van, baking decadent cakes and desserts, or cuddling her ginger cat (who mostly tolerates it!).
Shari Altchech
New Group Specialist
Shari has been with CBG for 17 years, primarily as a New Group Implementation Specialist. She was new to the Health Insurance industry in 2007 and has seen many changes over the years. Before coming to CBG, she worked as an administrative assistant in other industries as well as a travel agent for many years. Shari’s favorite passion is travel, most recently international to Europe and Asia. Palm Springs is a favorite domestic destination, every year is spent there with her husband, son’s and daughters in law. She enjoys the sunshine & outdoor activities after a long winter in Seattle. Other interests of hers are exercise/yoga and walking their standard poodle multiple times everyday. On weekends, they like walking to and visiting coffee houses near by. Her and her husband are music and concert goers, along with sporting events such as Seahawks or Mariner games. She enjoys spending time with family, friends and her grand pups!
Christian Snook
Sales Ops Specialist
After previously working as an operations manager in the transportation industry, Christian joined the healthcare industry back in 2018 serving as an account manager with Capital Benefit Group. He currently serves as an Operations Specialist working to deliver both efficient internal processes, as well as intuitive and customer friendly experiences. Outside of work, Christian enjoys a host of hobbies to keep himself busy. Including working with low income families to teach financial literacy he is also an amateur bodybuilder, avid reader, traveler and seeker of all the best hidden eateries that Washington has to offer.
Dee Lewis
Benefits Consultant
Over the years Dee has found herself in a variety of careers. The bulk being in the health insurance industry over the years, working with FSAs, Compliance, Individual, Small Group, and AHPs to name a few. Dee’s favorite part of her current role is collaborating with amazing colleagues at CBS and helping clients, members, carriers, and broker partners. When not at work, you’ll find Dee out enjoying a walk, gardening, taking photos, and hanging out with family & friends. Her two athletic teenagers keep her busy as a parent cheerleader at Cross Country, Swim, and Track meets. As a family, they enjoy traveling, card & board games, and watching good comedy shows together.
Tammy Soeun
Account Manager
Tammy began her career in the insurance industry in 2018 and has since enjoyed collaborating with the exceptional team at CBG to deliver affordable employee benefits. Passionate about helping businesses find customized solutions, she has become a trusted partner for clients across a wide range of industries. She is a Washington native and her heart is in the PNW, but loves to travel and eat her way through different cultures when given the opportunity. When she is home, she and her husband enjoy playing board games and harassing their two completely spoiled cats.
Samantha Settles
Senior Benefits Consultant
Samantha's journey with CBG began with Pro Benefits of WA in 2011. Since joining, she has proven to be an invaluable member of the sales team, proudly calling herself a CBG "Lifer." Samantha's enthusiasm for sales and her unwavering commitment to providing exceptional client care shines through in everything she does. When she’s not working at CBG, Samantha loves to spend time with her husband and two kiddos which keep her very busy. For fun, Samantha loves to be active (she’s never met a workout class she didn’t like) and is always up for a dinner with friends. You can also find her on the Golf Course on a sunny weekend or attending a live music concert.
Luis Arellano
Sales Coordinator
Luis joined Capital Benefit Group in September of 2024. He brings over four years of extensive expertise in project and program management. Outside of his professional life, Luis enjoys exploring the natural beauty of the Pacific Northwest and beyond. He enjoys attending local events, hiking scenic trails, and cheering on Seattle’s sports teams. Luis values connecting with his community and embracing the vibrant culture of the region.
Jill Craig
Producer Channel Manager
In high school, Jill had the opportunity to participate in a pilot program, working in a medical lab at an early age. After working in every facet of lab work, Jill eventually branched over to HR, proving to be a great training ground for CBG. A native of Northern California, Jill relocated to the Seattle area and has relished exploring the natural beauty of the Pacific Northwest. Her first job in Seattle was as a Space Needle elevator operator, spurring her passion for Seattle history. In her free time Jill enjoys spending time with her animals.
Samantha Baechle
Account Manager
Samantha joined Capital Benefit Group in early 2021. Working in the role of Account Manager, Samantha really enjoys being a creative problem solver and always looks forward to collaborating with other people and departments of CBG to do so. Outside of the office, Samantha likes to “collect hobbies” so to speak. She really enjoys learning new skills, often goes to her local brewery for trivia, and enjoys getting outside as often as possible with her husband. Admittedly also a bit of a homebody, Samantha loves thrifting and is always on the lookout for a good new trinket to make her home even more cozy!
Cathy Harber
Senior Benefits Consultant
Cathy Harber has been serving clients’ insurance needs for 20+ years, working as a representative for Premera Blue Cross, and as an agent/consultant for Capital Benefit Group for the past 10 years. She loves consulting with groups and her clients know she is always available to them. Prior to working in insurance, Cathy was a YMCA executive leader, focusing on giving back to the next generation. Cathy is married and has four children and five grandchildren. She is an avid hiker, pickleball player, and loves the mountains. Here and her husband spend as much time in Arizona as possible each year.
Scott Zellers
Senior Benefits Consultant
Scott has 17 years of business experience and loves helping customers find solutions. He holds a Bachelors in Hospitality Business Management and a Master of Business Administration. Scott has a diverse background working for Hyatt Hotels Corporation, Visit Spokane, and Hub International Northwest. Scott was a Division One athlete playing football at the University of Oregon. He is passionate about sports and the outdoors. Scott loves spending time with his wife and daughter. Scott is an avid fly fisher and can be found chasing powder throughout the Northwest snow skiing scene.
Karen Bohl
New Group Specialist
Karen has spent much of her adult life working in administration or billing in the medical field. She also spent some time working at a personal injury law firm prior to joining Capital Benefit Group in 2014. She proudly recounts younger years where she worked at Tower Video as a store artist making displays for upcoming movies. There she won 4 national art competitions for her movie cover artwork. A Seattle native since birth, she enjoys spending time with friends or family and appreciates the PNW and all it has to offer. A first-time homeowner since 2020, she also loves working on home-improvement projects with her husband. An enthusiastic Seahawks fan, she collects Blu-ray and DVD’s and has 2 very amusing dogs named Pepper & Lola.
Community Involvement
Make a difference the CBG way
Food Lifeline
Each year, Capital Benefit Group participates in the "Food Frenzy" fundraiser with Food Lifeline. Food Frenzy specifically focuses on feeding families during the summer months when many children are not receiving the meals they normally would during school. It is a high-need time and CBG has done it's part to be a cause for good, raising thousands of dollars each year and providing nourishing meals to those in need.
In addition, CBG has often volunteered employee time at Food Lifeline warehouses to help sort, box, and prep food deliveries.
Rampathon
Capital Benefit Group is proud to support the MBA Rampathon, an inspiring initiative led by the Master Builders Association of King and Snohomish Counties. The service event involves building ramps for individuals in need, enhancing accessibility and improving lives within the community.
The MBA pairs CBG up in teams with skilled builders and other volunteers to help construct safe and reliable ramps that enable greater independence for those with mobility challenges. Last year the ramp that CBG helped build in Mountlake Terrace allowed a disabled woman to leave her house for the first time in over 9 months. Building a better community, one ramp at a time.
Wellspring Family Services
Capital Benefit Group is deeply committed to supporting Wellspring Family Services and their mission to end family homelessness. The CBG team has actively engaged to provide resources and support to families in need. By partnering with Wellspring, CBG has been able to donate time, service, and dollars toward creating safe and stable housing solutions to those facing trouble.
An especially great opportunity has been to serve at the Family Store, organizing clothing, packing essentials, and prepping orders for families in need. CBG strives to make a meaningful impact by helping build stronger, more resilient, and more compassionate communities.
